The method comprises the steps: firstly, an organic waste gas containing the medium-high-concentration organic solvent is subjected to partial condensation through a condenser part, and then continuously passes through three stages of serially-connected packing absorbing towers, wherein the third stage of absorbing tower is internally filled with supercooled absorbing liquid which is treated and conveyed by a refrigerating machine; and secondly, the absorbing liquid absorbing a volatile organic compound is subjected to an optimized rectification process to ensure that the absorbing liquid is separated from the organic solvent, the absorbing liquid re-enters an absorbing tower for re-absorbing the solvent, and a rectified organic solvent is arranged in a recycled solvent storage tank for continuously being used for a production workshop.
