A catalyst for decomposing hydrogen peroxide is characterized by containing, by mass, group-VB metal oxide 1-20%, group-IB metal oxide 1-20%, rare earth metal oxide 0.1-10% and group-IIIA metal oxide 50-97.9%. By the adoption of the catalyst and a decomposition method, most of residual hydrogen peroxide of an epoxidation reaction product of 3-epoxidation and hydrogen peroxide is decomposed before distillation separation, the potential hazards of higher hydrogen peroxide content in the epoxidation reaction product in the follow-up distillation separation process are effectively eliminated, and the safety in epoxy chloropropane production through epoxidation reaction of 3-epoxidation and hydrogen peroxide is improved.
