The method includes steps of (1), cleaning waste coconut shell activated carbon by the aid of clear water; (2), ultrasonically dispersing the waste coconut shell activated carbon, which is cleaned by the aid of the clear water, in saturated sodium carbonate aqueous solution, carrying out suction filtration and collectingfilter residues; (3), pretreating the waste coconut shell activated carbon treated at the step (2); (4), carrying out acidifying treatment on the pretreated waste coconut shell activated carbon; (5),preparing heavy metal salt solution with diversified heavy metal ions; (6), pouring the acidified coconut shell activated carbon into the heavy metal salt solution, uniformly dispersing the acidifiedcoconut shell activated carbon, then carrying out suction filtration and collecting filter residues; (7), transmitting the filter residues, which are collected at the step (6), into rotary kilns via augers, starting to carry out programmed heating and cooling, and discharging materials to special collecting containers via augers to obtain the activated carbon catalyst.
