The ultra-wide and ultra-thick steel comprises the following components in percent by mass: 0.10%-0.18% of C, 0.15%-0.40% of Si, 0.90%-1.50% of Mn, less than or equal to 0.02% of P, less than or equal to 0.005% of S, 0.10%-0.30% of Ni, 0.15%-0.30% of Cr, 0.01%-0.05% of V, 0.01%-0.05% of Nb, 0.015%-0.04% of Als and the balance of iron and inevitable impurities. The manufacturing method is characterized in that the heating temperature of a continuous-casting blank is 1200-1250 DEG C and the time in a furnace is 4-6 hours; at a stage I, the initial rolling temperature is more than or equal to 1100 DEG C, and the total reduction rate is more than or equalto 60%; at a stage II, the initial rolling temperature is 900-950 DEG C, and the final rolling temperature is 800-850 DEG C; the normalizing temperature is 880-920 DEG C, the insulating time is 1-3min / mm, and after being taken out of the furnace, the continuous-casting blank is naturally cooled.
