An embodiment of the invention provides a collaborative optimization method for hydrogen and gas in an oil refining process. The method comprises the steps of respectively constructing mathematical optimizing models which correspond with a hydrogen consumption unit, a hydrogen making unit, a hydrogen purifying unit, a desulphurizing unit, a heating furnace unit, a light hydrogen recycling unit anda compressor unit in a hydrogen and gas system; performing individual solving on the mathematical optimizing model of each unit, and obtaining the operating parameter of each unit in the optimal working condition; constructing an optimization target function which corresponds with the hydrogen and gas system, and based on satisfaction of the optimization target function restraining conditions, calling a genetic algorithm for solving the gas flow which is used by each unit in the optimal working condition and comprises the hydrogen and gas. The method can help an enterprise for reducing wastehydrogen of a hydrogen system to a gas system, improving thermal efficiency of the heating furnace, further improving comprehensive utilization efficiency of hydrogen and gas resources, reducing natural gas amount and liquiefied gas amount of a gas supplementing pipeline network and reducing purchased hydrogen amount.
