The invention discloses a reforming hydrogen production catalyst with a waste vanadium-titanium denitration catalyst as a raw material and a preparation method of the reforming hydrogen production catalyst. The catalyst is a porous ceramic membrane as a carrier prepared from a waste vanadium-titanium denitration catalyst, a silicon source powder material, an aluminum source powder material and a molding agent solution, and nickel oxide is adopted as a catalysis active component. A porous ceramic membrane carrier is prepared from the waste vanadium-titanium denitration catalyst, the silicon source powder material, the aluminum source powder material and the molding agent solution through processes such as crushing, blending, pelletizing, molding and calcining, the porous ceramic membrane carrier is soaked into an active component precursor solution, and the reforming hydrogen production catalyst is prepared through drying and roasting. By adopting the reforming hydrogen production catalyst, not only is harmless treatment on the waste vanadium-titanium denitration catalyst achieved, but also recycling hydrogen production with high additional values can be achieved, in addition, the reforming formaldehyde hydrogen product H2 selectivity is high, a small amount of active components are carried, the cost is low, and wide market application prospects can be achieved.
