With glycol or water serving as a solvent, the low-temperature compound diesel oil demulsifier can be obtained through the following steps: adding 0.2%-5% by mass of aliphatic alcohol epoxyethane, 0.2%-5% by mass of epoxypropane copolymer and 0.3%-10% by mass of heptadecyl imidazole; then adding 0.1%-5% by mass of alcohols as cosolvents; and stirring for evenly mixing. The using method comprises the following steps: directly pumping the demulsifier into a whole production system in a certain proportion; evenly mixing the demulsifier with emulsified diesel oil, wherein the concentration is controlled to be 100-400ppm and the reaction temperature is controlled to be 0 to minus 20 DEG C; and standing for 1-8 hours, thereby clearly separating an oil layer from a water layer.
