The preparation is prepared by the following steps at normal temperature and pressure: (1) stirring dimethylformamide and the cosolvent, adding decoquinate to stir and dissolve, adjusting the pH value of the mixed solution to 3.0-4.5 by virtue of the pH modifier, and stirring evenly for later use; (2) adding absolute ethyl alcohol to polyethylene glycol, heating, stirring, and adding dioxolane-4-methanol after 30 minutes, wherein the heating temperature is 70-80 DEG C; and (3) mixing the solution prepared from the step (1) with the solution prepared from the step (2) evenly, naturally cooling to room temperature, adding twain, stirring evenly, precisely filtering and bulking.
