The cast high-carbon steel comprises the following chemical components in percentage by weight: 0.8-1.2 percent of carbon, 1.2-1.6 percent of silicon, 0.5-0.8 percent of manganese, 1.5-1.8 percent of copper, 0.3-0.5 percent of titanium, 0.15-0.18 percent of aluminum, 0.08-0.15 percent of boron, 0.1-0.3 percent of Mo, 0.10-0.20 percent of N, less than or equal to 0.02 percent of P, less than or equal to 0.02 percent of S and the balance of Fe. The preparation method comprises the following steps: (1) smelting; (2) sequentially adding 1.6-1.8 mass percent of metal aluminum, 1.2-1.5 mass percent of ferrosilicon, 0.1-0.3 mass percent of ferroboron, 0.2-0.5 mass percent of ferrotitanium and 0.8-1.5 mass percent of ferromanganese based on molten steel into the molten steel when the temperature of the molten steel is 1500-1550 DEG C, heating the molten steel to the temperature of 1600-1650 DEG C, preserving the temperature for 2-3 hours, discharging, and injecting the molten steel into a casting ladle; (3) performing microalloying treatment; (4) slagging off and pouring into a casting mold; and (5) performing heat treatment.
