The carbonizing treatment method is characterized by including steps: pre-drying, heating-drying, pre-carbonizing, carbonizing, cooling, and discharging. A device comprises a rack which is provided with a furnace and a power mechanism, the furnace comprises an outer barrel and an inner barrel driven by the power mechanism, a feeding and discharging port at one end of the furnace is connected with a mesh-belt dryer through a conveying belt, a steam recycling device is arranged at the feeding and discharging port, and the furnace is connected with a heat-conducting oil furnace provided with an air blower and an oil delivery pump; heat-conducting oil pipes are distributed between the outer barrel and the inner barrel, mounted on the inner wall of the outer barrel by a fixing clamp, communicated with a pipeline and filled with heat-conducting oil, and a temperature sensor is arranged in the inner barrel and connected with a master control console which is connected with the power mechanism, the air blower and the oil delivery pump.
