The asphalt emulsifier is prepared from the following rawmaterials in molar ratio: N-(hydrogenated tallow alkyl)trimethylenediamine, an alcohol solvent, propylene oxide, epichlorohydrin and sodium dihydrogen phosphate in a molar ratio of 1 mol:(5.00-11.00)mol:(3.00-9.20) mol:(2.00-2.30) mol:(3.00-3.45) mol. Alternatively, the asphalt emulsifier is prepared from N-(hydrogenated tallow alkyl)trimethylenediamine, the alcohol solvent, propylene oxide, epichlorohydrin, trisodium phosphate and hydrochloric acid in a molar ratio of 1 mol:(5.00-11.00) mol:(3.00-9.20) mol:(2.00-2.30) mol:(2.60-2.99) mol:(2.66-3.06)mol. The alcohol solvent is ethanol, methanol or isopropanol.
