The efficient decomposing agent comprises, by weight, 0.2-0.8 part of plant growth promoting bacteria, 10-18 parts of a sucrose solution, 0.3-0.7 part of white rot fungi, 0.6-1.2 parts of Bacillus subtilis, 0.8-1.5 parts of Thermophilic sporotrichum, 0.3-0.7 part of Bacillus licheniformis, 0.5-1.5 parts of Azotobacter chroococcum, 0.2-0.7 part of cellulolytic enzyme and 0.7-1.5 parts of an Aspergillus niger agent. The decomposing agent and its fermentation technology thereof have the advantages of small nitrogen loss and non-pungent ammonia smell in a fermentation workshop; the pH value after fermentation ends is not more than 8.5; the fermentation temperature of the bottom layer of a compost in the fermentation process is high, and can reach 45 DEG C or above, and the highest temperature of the compost can reach 80 DEG C, so water evaporation is benefited, and the fertilizer drying speed is accelerated; the humus accumulation degree in the fermentation process is high, and the content of humic acid generally exceeds 15%; and an organic fertilizer produced by using the organic material decomposing agent is used in seed germination test, so the germination rate is high, and can reach 95%.
