According to the invention, the saturated steam produced by the invention has the following purposes that one part of the saturated steam is used for the wash oil regenerator after beingoverheated, the other part is conveyed to the rich oil heat exchanger to heat rich oil, the other part enters the water supply preheater to heat feed water, and the residual part is merged into a low-pressure saturated steam pipe network, so that the boiler load and the boiler gas consumption can be reduced. The boiling point of benzene is reduced by adopting negative pressure debenzolization, sothat the benzene contained in the rich oil entering the debenzolization tower can be desorbed from the rich oil without increasing the temperature to the original temperature, and the wash oil regenerator does not need much steam any more under negative pressure so as to bring significant safety and economic benefits to enterprises.
