The preparation method comprises the steps of S1, preprocessing a stainless steel tube; S2, preprocessing recycled waste stainless steel chips; S3, coating magnetic powder on the surface of the stainless steel chips by spray; S4, manufacturing raw materials prepared properly into a qualified blank tobe rolled; S5, heating the blank, and then rolling the blank by the aid of pulse currents; and S6, post-processing a rolled composite plate, and finally preparing the quailed magnetic stainless steelchip core compound steel. According to the preparation method, through uniform coating of magnetic particle materials in the stainless steel chips by spray, and application of the pulse currents in the rolling process, the preparation of the composite plate under low pressure at low temperature is achieved through combined excitation of multiple energy fields; and the magnetic stainless steel chip core compound steel, with the advantages of good plate profile, corrosion resistance, high strength and high magnetism, is obtained.
