A waste heat recovery system, a high-temperature heat pump system and a digital vortex variable-load dehumidification system are connected in series, multi-stage cooling and dehumidification are achieved, meanwhile multi-stage heating is achieved, the three systems are fully used for cooperative work, the purpose of deep dehumidification is achieved, meanwhile, the highest air supply temperature is provided, isoenthalpy energy closed cycle is realized, and meanwhile, the three systems work in the optimal and highest-efficiency working interval; according to the control system, due to the fact that the air temperature of a precooler is obviously higher than that of a reheater, when air flows throughthe precooler, a heat pipe working medium in a pipe is changed into a gaseous state from a liquid state, pressure rises, and the working medium is conveyed to the reheater through an air pipe connecting pipe; after low-temperature air flows through the reheater, the heat pipe working medium is condensed in the reheater, the temperature is reduced, the pressure is reduced, and the working medium flows back into the precooler along a liquid pipe connecting pipe; and in this way, energy closed cycle is formed, and system precooling and reheating can be achieved through waste heat recovery withoutconsuming external energy.
