The micro RNAs comprise one or two of the following components: miR-181a-5p and miR-199a. The miR-181a-5p and miR-199a are firstly found and verified to respectively inhibit melanin synthesis and promote melanin degradation. As active ingredients for inhibiting melanin deposition, the miR-181a-5p and miR-199a can be applied in preparing cosmetics, have a good treatment effect on melanin deposition caused by endocrine dyscrasia or chemical substance stimulation or physical stimulation such as ultraviolet irradiation, can make skin white and bright, and can maintain a healthy, natural and bright and white state of the skin.
