The method comprises the following steps: firstly, pouring steel slag powder, oxide scale and steelmaking fly ash into a mixer, adding water, and performing stirring and mixing to obtain a mixed solution; adding a steel slag reduction activator into the mixed solution for reaction to obtain liquid steel slag; feeding the liquid steel slag into a smelting furnace for reaction, and adding a modifier into the smelting furnace in the reaction process; after a period of reaction, molten iron and steel slag can be obtained in the smelting furnace, tilting the smelting furnace, and pouring the molten iron into a steel ladle; and conveying the steel ladle containing the molten iron to a molten iron treatment station to be subjected to molten iron treatment, and cooling the treated molten iron to obtain the needed reduced iron metal.
