The preparation method mainly comprises the steps of carrying out melt extrusion on functional flame-retardant EVA / POE (ethylene vinyl acetate / polyoxyethylene) resin modified by an antioxidant, and laminating and compositing the functional flame-retardant EVA / POE resin at two faces of a PET substrate membrane, so as to obtain a three-layer-structured (EVA and POE) / PET / (EVA and POE) composite membrane.
