The high alcohol, the PEG 6-20 mol nonionic surfactant and the PEG 30-80 mol nonionic surfactant are adopted as a solubilizer of the oily component, the oily component can be thus dispersed and solubilized to a transparent soluble state, so as to make the prepared transparent smoothing toner have same stable and transparent appearance like a traditional toner, and moreover, the oily component can be solubilized until the particle size reaches 50 micrometer or below, so that the transparent smoothing toner well moisturizes and supplements oil to skin, and the effect of water and moisture retention is improved.
