The process comprises the steps: the powdered coal with the granularity smaller than 30mm is screened by a screen with certain pore size, and then, the screened powdered coal separately enters a granular material hopper and a mixed material hopper, the granular material falls into a preheater through a granular wall dedusting device mounted at an outlet of a settling chamber, and the mixed material falls into the preheater through the settling chamber by a material pipe; solid semicoke and gaseous dust-laden raw coke oven gas are produced through carrying out dry distillation on the powdered coal, the semicoke is cooled in a semicoke cooling device and then is discharged to a stock yard; the gaseous dust-laden hot raw coke oven gas from a dry distillation furnace is subjected to preliminary dedusting by a separator and then enters a bottom inlet wind box of the preheater, and removed dust falls into the semicoke cooling device; and the hot raw coke oven gas passes through a flue and a connection wind box and then enters the settling chamber, a plurality of catching groove type dedusting plates, granular wall dedusters and a variable-speed settler are arranged in the settling chamber, removed dust falls into the powdered coal in the preheater for dry distillation, and the raw coke oven gas, which is dedusted in the settling chamber, enters a combined type wet-process dedusting device, is dedusted and then becomes clean coal gas.
