The high-temperature-resistant flame-retardant layer is prepared from a first component and a second component which are mixed according to a mass ratio of the first component to the second component being 7 to 2. The first component is prepared from the following ingredients in parts by mass: 33 to 37 parts of ATO powder, 12 to 16 parts of E-20 epoxy resin, 24 to 26 parts of alcohol-soluble acrylate resin, 8 to 13 parts of benzyl alcohol, 17 to 22 parts of carbon monofluoride, 9 to 12 parts of alcohol, 13 to 16 parts of flame retardant, 5 to 7 parts of thickening agent and 11 to 13 parts of coalescing agent.
