The method comprises the following steps: 1, mixing red mud with fly ash, cement and water, granulating the obtained mixture, and carrying out calcination-microwave activation treatment on obtained granules to obtain the red mud-based composite solid waste material; 2, applying the red mud-based composite solid waste material to phosphorus-containing wastewater adsorption; and 3, adding the red mud-based composite solid waste material subjected to phosphorus adsorption into acidic phosphorus-deficient soil in order to compensate phosphorus for the phosphorus-deficient soil and improve alkaline soil. The red mud-based composite solid wastematerial is activated by adopting a calcination-microwave combined activation process, the activated red mud-based composite solid waste material is applied to adsorption of inorganic element phosphorus in sewage, and the adsorbed material is applied to acidic phosphorus-deficient soil regions.
