The system comprises an adjusting tank, a high-density sedimentation tank, a biological aerated filter, a denitrification biological filter, an efficient dissolved-air flotation tank, a filter tank and a catalytic ozonation tank which are sequentially connected through a wastewater pipeline. According to the invention, pollutants in the wastewater can be thoroughly converted into non-polluting substances; the purpose of reducing the pollutant concentration is achieved; the requirement on the special emission limit value of water pollutants as described in Discharge Standard of Water Pollutants for of Iron and Steel Industry GB13456-2012 in table 3 is met; the water quality index of inlet water for double-membrane desalination and recycling is completely met; and the service life of desalination and recycling facilities is prolonged.
