The collected glutinous rice vinegar residues are spread to be aired or directly dried to be mixed with the collectedfermented mushroom residues and eggshell powder, a vinegar residue fermentation microbial inoculum is added, fermenting in a fermentation box is carried out until the vinegar residues are thoroughlydecomposed, and other materials are added to ferment again, so that the floating seedling culture substrate disclosed by the invention is obtained.
