The extracting agent is characterized in that the extracting agent is O,O-dihydrocarbyl phosphorus hydroxamic acid the molecular formula of which is (RO)2P(O)NHOH, wherein in the formula, R is C5-C18 straight chain or branched chain alkyl, or C4-C14 straight chain or branched chain alkyl-substituted phenyl. The extracting agent provided by the invention has excellent extraction property, strong selectivity, high extraction rate and good phase splitting property on scattered metals such as germanium, gallium and the like.
