The method is characterized in that fatty acid based imidazoline amide is taken as the basis to synthesize water soluble imidazoline amide, which is compounded with an organic phosphonic acid scale inhibitor to obtain the corrosion and scale inhibitor used for a hydrocracker's high pressure air cooler. By mass, the corrosion and scale inhibitor comprises: 8%-30% of fatty acid based imidazoline amide, 2%-10% of the organic phosphonic acid scale inhibitor, 0-20% of ethanol, and 40%-90% of water. The organic phosphonic acid and polycarboxylic acid scale inhibitors contained in the scale inhibitor are widely applied in industrial water treatment, and can damage the conditions for generation of scaling sediments or aggregation of hydrocarbon molecules.
