The elastomer comprises raw materials of, by weight, 50 to 100 parts of high molecular weight HPVC, 25 to 60 parts of PVC, 5 to 20 parts of thermoplastic polyurethane, 1.5 to 10 parts of an environment-friendly heat stabilizer, 20 to 90 parts of a plasticizer, 1 to 10 parts of an antioxidant, 5 to 40 parts of filler, 1 to 10 parts of a lubricating agent, 8 to 40 parts of a flame retardant, 8 to 40 parts of flame retardant synergist and 1 to 20 parts of a polyvinyl chloride processing agent.
