A spacer (2) is added to an interface between the titanium and the steel by means of a blanking process, such that titanium and steel in a composite blank do not completely contact with each other, element interdiffusion is prevented during a heating process, and the formation of brittle phases such as carbides and intermetallic compounds on the interface is controlled. Subsequently, an interface oxide film is corrupted by means of large-reduction rolling, such that the formation of a new titanium-steel bonding interface and full metallurgical bonding are achieved. In addition, fast cooling after rolling is performed to suppress further formation of brittle phases, such that a titanium-steel composite plate with excellent bonding performance and no brittle phases is prepared.
