The high-acid and high-salt corrosion inhibitor for the low-temperature part of the oil refining unit comprises oleic acid, diethylenetriamine, dimethyl sulfate, xylene, 10-50 parts by weight of alkynol, 10-50 parts by weight of quaternary ammonium salt and 5-10 parts by weightof a heterocyclic compound. The alkynol is selected from butynol, hexynol, propargyl alcohol, 1,4-butynediol, methylparafynol, methylbutynol, butynediol, and 4-trimethylsilyl-3-butynol. The quaternary ammonium salt is selected from dodecyl dimethyl benzyl ammonium chloride, benzyl dimethyl dodecyl ammonium bromide, triphenyl cyclo-imidazoline quaternary ammonium salt, (4-vinyl)-benzyl chloroquinequaternary ammonium salt, (4-vinyl)-benzyl chloropyridine quaternary ammonium salt, epoxypropane chloroquine, epoxypropane chloropyridine, allyl chloroquine and allyl chloropyridine.
