The system comprises an adjustable power supply and a series resonance circuit connected with the adjustable power supply; the series resonance circuit comprises an inductor L1 and a hydrolysis capacitor which are connected in series; the hydrolysis capacitor comprises a first metal straight pipe and a second metal straight pipe, and the diameter of the first metal straight pipe is larger than that of the second metal straight pipe; the second metal straight pipe is arranged in the first metal straight pipe in a penetrating mode, and the first metal straight pipe and the second metal straight pipe are connected through an insulating spacer; and the first metal straight pipe and the second metal straight pipe are respectively connected with positive and negative electrodes of the adjustable power supply. Combustible gas is prepared in the mode that the series resonance circuit enters the resonance state through the hydrolysis capacitor and the adjustable power source, that is, electrolysis is conducted, the combustible gas is decomposed into hydrogen and oxygen, so that electricity consumption is low; and compared with traditional water electrolysis, the system has the advantages of being high in speed and consuming a small amount of current, and meanwhile impurities can be separated out when water is electrolyzed.
