Embodiment 1

[0116] Silver nanoparticles were e-beam evaporated onto PVA films at a nominal thickness of 40 Angstroms. The electron beam deposition rate was 5 Angstroms / sec. The resulting coated film had a light yellow / amber hue. Spectra were taken using UV-Vis HP 8452A.Rev.A. Using a 2 nm sampling interval and a 0.5 second integration time, the spectrophotometer showed a nanoparticle resonance at 412 nm, as shown in Figure 1. A stock solution was prepared by dissolving 0.9 g of the film-coated sample in 157 g of distilled water at room temperature. Additional solutions were prepared by further diluting stock solution samples to 50 and 25% with distilled water. It should be noted that these solutions are stable over a year with no signs of aggregation.
