The neutral obturator phenolic aldehyde foam plastic is neutral on the premise of no influencing properties, such as heat insulation, fire resistance and the like, of the phenolic aldehyde foam plastic and is modified by alkaline sustained-release microcapsules. The neutral obturator phenolic aldehyde foam plastic consists of the following raw materials in part by mass: 100 parts of expandable phenolic resin, 3 to 5 parts of surfactant, 3 to 15 parts of foaming agent, 5 to 40 parts of alkaline sustained-release microcapsule and 3 to 30 parts of acid curing agent.
