The method comprises the steps of: adding various fermented substrate materials into a dry mixer to mix; cooking and sterilizing the mixed fermented substrate through a conditioner, entering into a wet mixer to cool, then inoculating mixed bacteria fermenting liquid to fully mix; filling the inoculated and mixed fermented substrate into a novel silicone breathing-film feed fermentation bag to pack and seal through an automatic metering and packing system; fermenting for 72-120 hours inside a fermentation chamber under a constant temperature condition to obtain the product of the environment-friendly biological feed; the fermented substrate comprises the components of 8-10 parts of rice chaff, 40-50 parts of distiller grains, 10-30 parts of candy corn protein, 5-10 parts of corn sprayed fiber, 5-10 parts of corn powder, 5-10 parts of bran and 2-3 parts of honey; and the moisture content of the mixed fermented substrate is 45%, and the mixed bacteria fermenting liquid comprises trichoderma koningii, clostridium butyricum, saccharomyces cerevisiae and enterococcus faecalis bacterium fluid.
