The method comprises the following steps: mixing an acrylamide monomer, a double-bond-containing anionic monomer, a polymerizable emulsifier as shown in a formula 1 shown in the specification (R is hydrogen or alkyl of which the number of carbon atoms is 1-30), a chelating agent, an azo initiator, an oxidant and water to form an aqueous solution, and regulating the pH value of the aqueous solution to be 7-9; (2) mixing the emulsifier and an organic solvent to form an oil solution; (3) mixing the aqueous solution of which the pH value is 7-9 and the oil solution to form a water-in-oil emulsion; and (4) removing oxygen from the water-in-oil emulsion, and adding a reducing agent to react the water-in-oil emulsion sequentially at a first temperature and a second temperature, wherein the second temperature is higher than the first temperature.
