The self-regulating heating element comprises, by mass, 50-70 parts of low-density polyethylene, 15-30 parts of carbon black, 5-8 parts of flexibilizer, 3-5 parts of dispersing agents, 1-3 parts of diffusion oil, 0.5-0.8 part of antioxidant, 3-5 parts of compatilizer and 3-5 parts of plasticizer. The invention further discloses a manufacturing method of the self-regulating heating element. The method includes the following steps that obtained dried products are extruded out at the temperature of 170 DEG C to 210 DEG C under the pressure of 10 MPa to 15 MPa in a plastified mode; then abrasive tool moulding is conducted on a tinned wire, then tabletting is conducted, tabletting products with the thickness ranging from 0.9 millimeter to 1.3 millimeters are obtained and perforated, and finished products made of polymer thermistor materials are obtained.
