The catalytic desulfurization agent capable of reducing the sulfur dioxide emission of a cement enterprise comprises a powder agent and an aqueous solution, wherein the powder agent is prepared from, by mass percent, 45-65% of calcium carbonate, 28-45% of calciumoxide, 0.1-1% of ferric oxide, 1-6.5% of magnesium oxide, 0.5-1.5% of barium carbonate, 1-5% of rare element compound, 3-5.5% of silicon dioxide and the balance dolomite and fluorite, and the total mass percentage of all the components is 100%. Experimental determination shows that when the additive weight ratio of the novel dry-method cement kiln desulfurization and denitrification composite agent is 0.10-1.50% of the mass of raw materials and the use amount of the aqueous solution is 1.0-3.0 m<3> / h, the emission of SO2 can be reduced by not less than 90%, and the emission quantity of the SO2is not more than 100mg / m<3>.
