The technology removes ammoniacal nitrogen from a water body by an electrochemical oxidization manner; a composite electrolyte is developed and matched with a specially designed electrode; ammoniacal nitrogen can be effectively removed from the water body under a lower voltage condition; an ammoniacal nitrogen removal effect is improved; and operation energy consumption is reduced. Compared with simple ozone oxidation, catalytical ozone oxidation of a device has a higher COD (chemical oxygen demand) removal rate and shorter contact reaction time; at the same time, an independently developed heterodisperse catalytical ozonization catalyst is added into a catalytical ozone oxidation reaction tank of the device, canbe uniformly dispersed in liquid to be treated, is sufficiently contacted with ozone molecules, and promotes conversion and generation of oxygen radicals and hydroxyl radicals; ozone exerts strong oxidizing ability in a solution and decomposes or converts refractory organic matter into micromolecules easier to remove or mineralizes the refractory organic matter; and a COD value is reduced.
