The system comprises an up-flow water distribution subsystem, a biochemical subsystem and a monitoring control subsystem. The method comprises the following steps:inoculating short-cut nitrification flocculent sludge and an anaerobic ammonia oxidation biological membrane into a biochemical pool, lifting sewage to an up-flow water distribution device, and feeding water; after water inflow is finished, performing aeration treatment, and when the ammonia nitrogen concentration is reduced to a threshold value, stopping the aeration treatment, and performing sludge discharge treatment; repeating the water inlet process, and meanwhile, discharging an effluent out at the top of the biochemical pool of the system; and after the water inlet and the water outletare finished, carrying out hydraulic mixing treatment until the water quality of the outlet water reaches the discharge standard.
