system and a measuring method. The method comprises the following steps: during construction of a neighboring region
list with the same frequency, a network side fills the basic
common control physical channel (PCCPCH)
emission power information of the neighboring region into the region information of the neighboring region
list with the same frequency if a neighboring region is determined to be the neighboring region in the same frequency of the primary carrier frequency of the current terminal UE, otherwise the network side does not fill the PCCPCH
emission power information of the neighboring region into the region information of the neighboring region
list with the seam frequency ; the neighboring region list with the same frequency is transmitted to the UE via a measurement control command after judging the attribute of all neighboring regions; after receiving the list, the UE judges whether the corresponding region is a primary carrier frequency neighboring region with the same frequency or an auxiliary carrier frequency neighboring region with the same frequency by judging whether each region information in the neighboring list with the same frequency contains the PCCPCH
emission power information, if so, PCCPCH measurement is initiated to the corresponding region, and otherwise, the PCCPCH measurement is not initiated. By adopting the invention, the problem of protocol compatibility is avoided based on the presence or absence of the PCCPCH emission power.
