The preparation method is characterized by adding a water-soluble or alcohol-soluble aid with the functions of reducing CO and maintaining moisture to a flame-retardant material of the flame-retardant cigarette paper, adding poly-molecule capsule water in a flame-retardant material preparation process and then coating the flame-retardant material and the poly-molecule capsule water on base cigarette paper by adopting a method of intaglio printing, thus enabling the poly-molecule capsule water to only exist on a flame-retardant tape, wherein the aid mainly comprises one of the poly-molecule capsule water, sodium sulfide, metallic oxide of magnesium and cerium, citric acid, potassium hydrogen malate, potassium citrate and magnesium salt or the mixture of more of the materials in proportion and the addition of the materials is 0.1-0.9%.
