The method comprises the following steps that: crude diesel or crude kerosene enters a rotating packed bed for devolatilization pretreatment; a material discharged from the liquid phase outlet of the rotating packed bed enters absorption equipment as an absorbent and contacts and reacts with waste gas containing sulfur and hydrocarbons, and hydrocarbons in the waste gas are recovered; waste gas discharged from the absorption equipment enters an alkali liquor absorption device for removal of sulfur-containing compounds in the waste gas, and a rich absorption solvent discharged from the absorption equipment directly enters a hydrogenation device; and waste gas discharged from the alkali liquor absorption device meets national standard and is discharged.
