The water-based hydroxyl acrylic dispersion comprises, by weight, 35-45 parts of polyol, 60-70 parts of (methyl) acrylate with hydroxyl, 210-230 parts of (methyl) acrylate without hydroxyl, 20-30 parts of vinyl monomers, 7-10 parts of (methyl) acrylic acid, 1-3 parts of initiators A, 0.5-1 part ofinitiators B, 8-10 parts of salt forming agents, 430-450 parts of deionized water and 0.1-0.3 part of defoaming agents. The water-based hydroxyl acrylic dispersion and the method have the advantagesthat hydroxyl provided by the polyol and isocyanate curing agents are used with one another, accordingly, cross-linked and cured paint films are good in adhesion, weather resistance, water resistanceand chemical resistance and high in glossiness and hardness, and the like.
