The preparation method of the material comprises: preparing a first-step precursor salt solution, placing pre-treated foam nickel, and hydrothermally forming silver-doped layered nickel hydroxide; preparing a second-step precursor salt solution, placing in the foam nickel obtained in the previous step, hydrothermally forming silver-doped nickel-cobalt double hydroxide; and annealing in air to obtain a composite silver oxide nickel-cobalt oxide. According to the present invention, the combination of the surface active material and the foam nickel substrate is achieved; the simple preparation process is simple, time-saving, low energy consumption, energy-saving and environmentally friendly; and the product has large active area and excellent oxygen evolutioncatalytic activity, and is corrosion-resistant under alkaline conditions.
