The heat-insulation coating agent comprises, by weight, matrix emulsion comprising ethylene-vinyl acetate copolymer resin, tris(2,3-dibromopropyl)isocyanurate, associative waterborne polyurethane emulsion, polyacrylate emulsion, fumed silica, sulfosuccinate, sulfosuccinamide, a silicon-nitrogen compound, an ethylene oxide/epoxypropane segmented copolymer modifying agent, wood fiber powder and aluminum acid ester. The coating agent is applied to the flat flexible base material continuously in a foam manner, and an applied coating is dried through an infrared irradiator and/or hot air at the temperature higher than 80 DEG C and then is subjected to cold blocking. A preparation method overcomes the shortcomings of an existing heat-insulation decorative coating, and a heat-insulation pollution-free highly-decorative finish technology of thin elastic heat-insulation coatings is provided.
