The method comprises the following steps: crushing high-aluminum coal gangue; adding a strong alkaline solution into the crushed high-alumina coal gangue powder, reacting at a temperature of 120-150 DEG C, diluting with a large amount of water, and filtering to obtain a liquid B and a solid C; adjusting the pH value of the liquid B by using dilute sulfuric acid, and then filtering to obtain a solid D and a liquid E; drying and dehydrating the solid D to obtain a coarse aluminum oxide product rich in gallium, indium, thallium and germanium; adding SiO2 seed crystal into the liquid E, crystallizing under heating and stirring conditions, and filtering, drying and calcining the precipitate to obtain a crude white carbon black product; and adjusting the pH value of the solid C to be neutral by using dilute sulfuric acid, and dehydrating and drying to obtain a raw material for producing the road foundation stone.
