According to the invention, a linkage effect of'ventilation aeration-mechanical stirring-water vapor extraction 'is adopted, and the amount of aerobic microorganisms is rapidly increased, so that the material heating and water removal time is shortened. The environment suitable for growth, reproduction and metabolism of thermophilic microorganisms can be maintained, the high-temperature fermentation time is prolonged, the material decomposition degree is improved, perishable garbage is rapidly converted into the decomposed fertilizer with the plant seed germination index higher than 70% and the water content lower than 30% under the condition that no exogenous microbial agent is added, the whole period only needs 7-10 days, and the cost is low.
