The invention relates to an advanced treatment method and a device for nonbiodegradable organic wastewater by utilizing O3 catalytic oxidation. The wastewater is at least subjected to biological treatment at first, thereby removing the vast majority of biodegradable organic matters. The method is characterized in that a biochemically treated effluent is subjected to the O3 catalytic oxidation, thereby promoting the biodegradability, and then the effluent after being subjected to the O3 catalytic oxidation completely or partially flows back to a biological treatment system, thereby further removing the biodegradable organic matters from the wastewater after being subjected to the catalytic oxidation, and achieving the advanced treatment of reducing COD (Chemical Oxygen Demand) for biochemically treating the effluent or removing the color, smell and flavor. The device comprises an O3 contact reactor (6), an O3 generator, an O3 tail gas damaging device and a return-flow system, wherein the O3 contact reactor is connected with the O3 tail gas damaging device; the O3 contact reactor and the biological treatment system are connected into a loop through the return-flow system; the oxygenolysis of the O3 catalytic oxidation to the nonbiodegradable organic matters is utilized to decompose macromolecular matters in the biochemical treating effluent into micro-molecular matters and thoroughly inorganically transform or convert the nonbiodegradable organic matters into the biodegradable organic matters; and the effluent after being subjected to the O3 catalytic oxidation flows back to a biochemical treatment unit, thereby removing the biodegradable organic matters from the wastewater after being subjected to the catalytic oxidation and achieving the advanced treatment purposes of reducing the COD for biochemically treating the effluent or removing the color, smell and flavor.

Sensors of the detection control system are arranged in the above systems, and the detection control system carries out connection control over the above systems.
