Exhaust gas containing one or various organic solvent generates from production equipment, and first preprocessing by a exhaust gas preprocessing system (I) then entering a adsorption/desorption system (II) for adsorption and desorption, and the desorbed organic solvent entering a recovery system (III) for recycling, part of the desorbed organic solvent being used for production and the others entering a hypoxia hot air generation system (IV) for catalytic combustion to get hypoxia hot air, and using the obtained hypoxia hot air for desorption. Using the recycled organic solvent from the recovery system (III) as fuel to generate hypoxia hot air that making industries incapable of steam or inert gas supply being able to recovery organic solvent exhaust gas without secondary pollution, simultaneity resolving problem of system internal pollution caused by using variety fuels and equipment corrosion caused by steam.
