The method comprises the following steps of (1) melting a sludge ridge grain seed crystal with high water content into modified sludge residues; (2) proportioning raw materials of the modified sludge residues, the waste gypsum and a correcting material according to a certain ratio, and grinding the raw materials by using a vertical mill to form raw material powder; (3) delivering the raw material powder obtained in the step (2) into a dry-process rotary kiln system, and calcining the raw material powder to form clinker; and (4) grinding the obtained clinker to obtain powder with the fineness of 0.08mm and the screen residue content of less than 20%.
