The method comprises the following steps: taking formaldehyde as a cross-linking agent, enabling water-insoluble hydroxyphenyl hydantoin and ureido hydantoin components in the solid waste residues and soluble p-hydroxymandelic acid and phenol components to be subjected to polymerization reaction to form a water-soluble linear phenolic polymer containing 3-5 benzene rings, further enabling the water-soluble linear phenolic polymer and epoxy chloropropane to be subjected to reaction, and introducing epoxy groups into molecules of the linear phenolic polymer, thereby forming the water-based hydantoin epoxy resin.
